Service messages (free-form replies inside that window) are always free and are not counted here. How WhatsApp Business API pricing works
Meta bills the WhatsApp Business API per delivered template message. That has been true since 1 July 2025, when the older per-conversation model - one fee for a 24-hour window no matter how many templates you sent inside it - was retired. If you have budgets or spreadsheets from before that date, they are measuring the wrong unit.
Every message template belongs to one of four categories, and the category sets the price. Marketing templates - promotions, offers, re-engagement - are the most expensive in every market. Utility templates cover transactional updates such as order confirmations, shipping notices and appointment reminders. Authentication templates carry one-time passcodes. Service messages are free-form replies you send within 24 hours of a customer's last message, and they are free.
Two further rules matter for the bill. First, a utility template delivered while a customer service window is open costs nothing - only utility messages sent outside the window are charged, which is what the in-window percentage above models. Second, a conversation that begins from a Click-to-WhatsApp ad or a Facebook Page call-to-action button opens a free entry point: for 72 hours every message in that thread is free, including templates.
The rate is always set by the recipient's country code, never by where your business is registered or where your servers sit. A worked example
Take an online retailer messaging customers in Brazil: 5,000 marketing templates announcing a sale, 10,000 utility templates for order and delivery updates, and 2,000 authentication templates for login codes, with roughly four in ten utility messages landing while the customer had recently written in - inside an open window.
At the indicative Brazil rates the marketing messages cost 5,000 x $0.0625 = $312.50. Of the utility messages, 4,000 are free and 6,000 are billed at $0.008 = $48.00. Authentication comes to 2,000 x $0.0315 = $63.00. The month totals $423.50, or about $5,082 a year. Notice that marketing is under a third of the volume but nearly three quarters of the cost - that ratio is the single most useful thing this calculator shows.
How to cut your WhatsApp API cost
- Keep conversations inside the window. Anything you send within 24 hours of the customer's last message is a free service message, and utility templates sent in that window are free too. A chatbot that answers instantly and asks a follow-up question keeps windows open far more often than a team replying the next morning.
- Use utility rather than marketing wherever Meta allows it. An order confirmation belongs in utility. A confirmation with a cross-sell line bolted on will be reclassified as marketing and billed at several times the rate. Keep transactional templates strictly transactional.

- Route paid traffic through Click-to-WhatsApp ads. The 72-hour free entry point means a campaign that starts in an ad costs nothing to converse in for three days, even if you send templates.
- Let volume tiers work for you. Meta's rate card lowers utility and authentication rates as monthly volume to a market crosses published thresholds. - Do not pay a markup you do not need. Sending via Cloud API directly removes the per-message BSP fee. If you do use a provider, make sure the markup is on the invoice rather than hidden inside rounded-up rates.
Once the sending is automated, the bill becomes predictable. That is the job of a WhatsApp chatbot: it keeps the cheap window open and reserves paid templates for when there is no alternative. If you only need a way for customers to start a conversation, a free wa.me link costs nothing at all.

It depends on the template category and the recipient's country. Marketing templates are the most expensive, utility and authentication templates cost a fraction of that, and service messages sent inside the 24-hour customer service window are free. A marketing message to India costs about a cent; the same message to Germany costs over thirteen cents at entry-tier rates.
Is WhatsApp API pricing per message or per conversation?
Per message. Until 30 June 2025 Meta charged per 24-hour conversation, so several templates inside one window cost the same as one. Since 1 July 2025 every delivered marketing, utility or authentication template is billed individually, which is why this calculator asks for message counts rather than conversation counts. Service messages remain free regardless of volume.
Which WhatsApp messages are free?
Three kinds: service messages, meaning free-form replies sent within 24 hours of the customer's last message; utility templates delivered while that 24-hour window is open; and any message inside the 72-hour free entry point opened when someone messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button. Everything else is billed per delivered template.
Does the price depend on where my business is or where the customer is?
The recipient's country code, always. A company registered in the United States messaging customers in Brazil pays Brazilian rates for those messages. If your audience is spread across several countries, run this calculator once per market and add the totals, or model your largest market and treat the rest as Rest of World.
What is a BSP markup and should I include it?
Meta's rates are what Meta charges. If you send through a Business Solution Provider rather than directly via Cloud API, the provider may add a per-message fee, a monthly platform fee, or both. The markup field here models a flat per-message fee on billable messages only. Check your provider's contract, since some bundle it into a subscription instead.
Are these rates accurate for my account?
Treat them as indicative. They are Meta's published entry-tier base rates as of the date shown on the table, rounded to four decimals. Your invoice can differ if you qualify for volume tiers on utility and authentication messages, if Meta has revised the rate card since, or if taxes apply in your billing country. Edit any rate to match your own rate card.
Why are my WhatsApp bills higher than this estimate?
The usual causes are template category drift and window misses. A template you intended as utility may have been reclassified by Meta as marketing, which can multiply its price several times over. Or utility templates you assumed were free were sent after the 24-hour window had closed. Check both before assuming the rate card is wrong.
