The forum requires a tag on every new post, but every tag in the forum is marked as moderator-only, and the account creating the post is not a moderator there. With no tag it is allowed to apply, it cannot satisfy the requirement, so the post is refused.
Each forum tag has a moderated field. When it is true, only members with Manage Threads can add or remove that tag. If the forum also has the REQUIRE_TAG flag set, a poster without Manage Threads needs at least one tag where moderated is false.
For a bot this is a server configuration problem, not a code problem. Either the bot needs Manage Threads in that forum, or the forum needs at least one tag regular posters can use. When some unmoderated tags exist and you simply sent none, you get 40067 instead.

How to stop it recurring
When a server configures your bot to post into a forum, check the tags right then and warn if none are usable. Store a default tag ID per forum and re-validate it on startup. Tag uniqueness rules are covered on 40061.
