The forum has the REQUIRE_TAG flag (1 << 4) set, and you created a post without any tags. Every new thread in such a forum must include at least one tag ID in applied_tags.
This affects POST /channels/{channel.id}/threads for bots and the webhook equivalent when a webhook creates a post with thread_name. Bots that worked yesterday start failing when an admin turns on the "require tags" setting, because nothing in the bot's payload changed.
The tag IDs come from the forum channel's available_tags array. Names are not accepted; you must send the snowflake IDs. If no tag is available to the bot because they are all moderator-only, the error is 40066.
A post can carry at most 5 tags, so automated posters that add several tags should cap the list.
