Messenger and Instagram messaging in numbers
29 statistics on business messaging through Facebook Messenger and Instagram Direct, from Meta's earnings materials, announcements and developer documentation. Meta no longer reports Messenger's user count separately, so audience numbers below are either Instagram figures or Meta-wide figures, and each row says which.
| Statistic | What it says | Source |
|---|---|---|
| 3 billion | monthly Instagram users | Zuckerberg, Sep 2025 |
| 2 billion | daily Instagram users | Meta, Jul 2026 |
| 1 billion+ | active threads with business accounts every day on Meta's messaging apps | Meta, Oct 2025 |
| 1 million+ | businesses using Meta Business Agents each week | Meta, Jul 2026 |
| 24 hours | standard window to reply on Messenger and Instagram | Meta docs |
| April 27, 2026 | date three Messenger message tags stopped working | Meta docs |
The pattern is the same on both apps. A huge audience already messages businesses, Meta is pushing AI agents into those conversations, and the rules are strict about when a business may write first: 24 hours after the customer's last message, with narrow exceptions.
Audience statistics
| Statistic | What it measures | Source |
|---|---|---|
| 3 billion | Monthly active Instagram users, announced by Mark Zuckerberg in September 2025 | Mark Zuckerberg, reported by The Star / Reuters, Sep 2025 |
| 2 billion | Daily active Instagram users, reported on Meta's Q2 2026 call | Meta Q2 2026 earnings call, Jul 2026 |
| 3.64 billion | Daily active people across Facebook, Instagram, Messenger and WhatsApp in Q3 2026 | Meta Q3 2026 earnings presentation, Oct 2026 |
| 500 million | Monthly active Threads users, which added direct messages in Q3 2025 | Meta Q2 2026 earnings call, Jul 2026 |
| 1 billion+ | Monthly actives using Meta AI across Meta's apps | Meta Q3 2025 earnings call, Oct 2025 |
Instagram reached 3 billion monthly users in September 2025 and 2 billion daily users by mid-2026, according to Meta. Meta stopped publishing per-app monthly figures in 2024 and now reports daily active people across its apps: 3.64 billion in Q3 2026. There is no current official Messenger-only figure, and the ones circulating online are estimates.
Business messaging statistics
| Statistic | What it measures | Source |
|---|---|---|
| 1 billion+ | Active threads between people and business accounts every day across Meta's messaging apps | Meta Q3 2025 earnings call, Oct 2025 |
| 1 billion+ | People connecting with a business account each week across WhatsApp, Messenger and Instagram Direct (2022) | Meta Conversations 2022 recap, May 2022 |
| 1 million+ | Businesses using Meta Business Agents on WhatsApp and Messenger every week; now rolling out on Instagram | Meta Q2 2026 earnings call, Jul 2026 |
| Millions | Conversations between people and Business AIs in Mexico and the Philippines test markets since July 2025 | Meta Q3 2025 earnings call, Oct 2025 |
| $1.10 billion | Meta Family of Apps other revenue in Q3 2026, which includes business messaging, up from $690 million | Meta Q3 2026 earnings presentation, Oct 2026 |
The 2022 figure, a billion people a week connecting with business accounts, came from Meta's first Conversations conference. By Q3 2025 Meta was describing more than a billion active business threads every day. Its push now is AI: Business AIs were tested in Mexico and the Philippines from July 2025, and by Q2 2026 Business Agents were available globally on WhatsApp and Messenger and rolling out on Instagram.
For a business, this means customers increasingly expect an instant answer in a DM. Our guides on Messenger chatbots for business, Messenger marketing, Instagram chatbots and Instagram DM automation cover what to automate and where the rules draw the line.
Messenger platform rules
| Rule | What it covers | Source |
|---|---|---|
| 24 hours from the person's last qualifying action | Standard messaging window | Meta Messenger developer docs, checked Aug 2026 |
| Send within 7 days of the person's message | HUMAN_AGENT tag window for a person replying | Meta Messenger developer docs, checked Aug 2026 |
| Unusable since April 27, 2026 | Retired message tags | Meta Messenger developer docs, checked Aug 2026 |
| 2,000 characters, UTF-8 | Messenger text message length | Meta Messenger developer docs, checked Aug 2026 |
| 13 maximum | Quick replies per message | Meta Messenger developer docs, checked Aug 2026 |
| 10 elements maximum per message | Carousel cards per message | Meta Messenger developer docs, checked Aug 2026 |
| Calls within 24 hours = 200 x number of engaged users | Messenger API call pool | Meta Messenger developer docs, checked Aug 2026 |
| 300 calls per second per Page | Send API rate for text | Meta Messenger developer docs, checked Aug 2026 |
| 200 OK within 5 seconds, for all notifications | Webhook response deadline | Meta Messenger developer docs, checked Aug 2026 |
| Webhooks disabled after 1 hour of failures | When Meta disables a failing webhook | Meta Messenger developer docs, checked Aug 2026 |
The rule change most businesses missed was April 27, 2026: the CONFIRMED_EVENT_UPDATE, ACCOUNT_UPDATE and POST_PURCHASE_UPDATE tags stopped working, so outside the 24-hour window a bot now has the HUMAN_AGENT tag for a person's reply within 7 days, opt-in marketing messages, or nothing. Sends that break the window fail with error 10, subcode 2018278. Throttling shows up as error 613, the most visited page in our Messenger error directory.
All limits, with documentation links, are in our Messenger limits reference, and Facebook Messenger bot not responding is the troubleshooting guide.
Instagram messaging rules
| Rule | What it covers | Source |
|---|---|---|
| 24 hours from the person's last message | Standard messaging window | Meta Instagram developer docs, checked Aug 2026 |
| 7 days from the person's message | HUMAN_AGENT window (needs App Review) | Meta Instagram developer docs, checked Aug 2026 |
| Under 1,000 characters (UTF-8, 1,000 bytes or less) | Instagram DM text length | Meta Instagram developer docs, checked Aug 2026 |
| 100 calls/second per Instagram professional account | Send API rate per Instagram professional account | Meta Instagram developer docs, checked Aug 2026 |
| 7 days from when the comment was created | Private reply window after a comment | Meta Instagram developer docs, checked Aug 2026 |
| 1 | Private replies per comment | Meta Instagram developer docs, checked Aug 2026 |
| 72,000 messages sent and received | Messages after which the native inbox stops showing new ones | Meta Instagram developer docs, checked Aug 2026 |
| Instagram professional account (Business or Creator) | Account type required for the messaging API | Meta Instagram developer docs, checked Aug 2026 |
| 8 MB max - png, jpeg (gif also listed on the Messenger Platform route) | Instagram DM image size | Meta Instagram developer docs, checked Aug 2026 |
Instagram's rules are stricter than Messenger's. Messaging requires a professional account, DMs must be under 1,000 characters, and the only extension beyond 24 hours is the HUMAN_AGENT tag, which needs App Review. Comment-to-DM works through private replies: one reply per comment, within 7 days of it. Past 72,000 messages sent and received, the native Instagram inbox stops showing new messages, so high-volume accounts need another inbox.
Our Instagram limits reference lists every rule, the Instagram error directory explains codes such as 10 / 2534022 for a closed window, and Instagram messaging API not working walks through setup problems.

Widely quoted numbers we left out, and why
We excluded:
| Figure you may see elsewhere | Why it is not in our table |
|---|---|
| Messenger monthly user totals for 2025 or 2026 | Meta stopped reporting them in 2024; figures online are estimates. |
| Instagram DM open or response rate percentages | Usually from tool vendors' own customer data without a method. |
| "X% of Instagram users message a business" | We found no current Meta source for a percentage; the billion-plus daily business threads figure is Meta's own. |
How we sourced these statistics
Audience and business figures come from Meta's earnings call transcripts, its Q3 2026 earnings presentation and Meta announcements; where we could only reach a news report of an announcement, the row says "reported by". Platform rules come from Meta's Messenger and Instagram developer documentation, which we check for our limits references; the last full check was August 2026. We excluded Messenger user counts that appear only on statistics aggregator sites.
